I have been using 3965 data only. From my point of view, Ruru's 21331 is the best tactic I ever used. I believe you will see what I mean if you play the game by yourself instead of letting your assistant manager run it automatically. Of course, you might feel that it is not "real" because there are only two DC and one DMC.
