Here are few solutions if you are unable to join\create a network game:
*Change to NT compatibility.

*Check the option "Run as administrator".

*Try renaming (or deleting) the file cpuinf32.dll in your Data directory.

*Open the port 6667 on your router,go to this address find your router and follow the instructions.

*Disabling your firewall.

*Configured IP Manually.

*Reinstalling the game.
